Clean up the tagger mess

Currently there's just too much trouble with the three different taggers. This process should be streamlined. Specifically, we need to:
- decide whether it's worth it keeping the uima-an-tagger around (probably not)
- reimplement the Stanford Tagger's API (at least parts of it.)
- Try to find a better way of installing all model files.

Both the Stanford and Uima taggers have been thrown out for now.
